Yes, the thermostat will continue to operate your heating and/or cooling system even when your Wi-Fi network is down. Some features, such as shortcuts, geofencing and humidification levels, are only managed through the app and will not function while the connection is down, but you will still be able to adjust your temperature settings directly from the thermostat itself. Your WIFI thermostat will automatically reconnect to your Wi-Fi once your network is restored.
